%AppData%\Microsoft\Windows\Recent\AutomaticDestinations
の中身を削除し、Internet Explorer のオプションから Browsing History を削除、
タスクバーへの Pinning を解除し、再ログイン、iexplore.exe の Pin を実行、
通常起動したところ Tasks (InPrivate Browsing, Open new tab) も復帰、
Frequent も復帰、Frequent からの Pinning も OK という結果に。
